Background: Reproductive and Child Health Alliance, RACHA with partnering and funding from FHI360, the project including Meeting Targets Maintaining Control (EpiC) and other relevant initiatives, a primary focus global health security will be implementing in three provinces (Kampot, Kampong Thom and Pursat). RACHA is committed to improving maternal, newborn, and child health (MNCH) outcomes by strengthening community and facility-based health services. We work closely with local health systems to promote healthy behaviors and ensure access to high-quality, lifesaving care.

Project Goal: To reduce maternal, newborn, and child mortality by scaling up high-impact interventions, strengthening quality of care in line with national standards, ensuring effective EmONC services, and expanding access to integrated nutrition and essential care for pediatric pneumonia and diarrhea.

Project Objective:  Promote the adoption of healthy maternal (l, newborn, and child health (MNCH) behaviors, and practices.​​ Enhance access, availability and quality of lifesaving MNCH services at facility levels. Strengthen health systems – including data management, laboratory systems, and supply chains – that are required for the delivery of high-quality lifesaving MNCH services.
 

Job Title           : Assistant Provincial Coordinator (APC-3 Positions)

Duty Station     : 1-Baray Santuk Administrative District, Kampong Thom Province

                          : 2-Phnom Kravanh Administrative District, Pursat Province

                          : 3-Chhouk Administrative District, Kampot Province

Report to          : Provincial Coordinator/Project Manager

Roles and Responsibilities:

Under the supervision of the RACHA Provincial Coordinator and guidance of the RACHA Capacity Building and Community Advisor, performs a variety or specialized technical, administrative and accounting support tasks in an assigned province:

  1. Provides technical assistance and follow-up to Ministry of Health, private sector and community activities supported by RACHA for improving maternal child health and nutrition;
  2. Assists RACHA Provincial Coordinators to support partners to:
  • Expand MCH service coverage (ANC, birth spacing, ARI/CDD, safe delivery, NNT reduction, etc.);
  • Strengthen outreach services;
  • Introduce and strengthen feedback committee activities;
  • Improve the quality of MCH service and management skill;
  • Up-grade staff technical and management skill;
  • Promote community and private sector interventions ( e.g., safe water, breast feeding, credit) for improving village health status;
  • Strengthen the Health Information System and program monitoring/evaluation capabilities; and
  • Improve the logistic system.
  1. Prepares and maintains RACHA program records and reports; enters data and documents into RACHA computers (in Khmer and English); translates documents between Khmer and English languages; operates a RACHA filing system for immediate access to technical, operational and financial documents;
  2. Supports a system to record and reconcile receipts, expenditures, payments, balances and other data for day-to-day financial transactions and reports; assists Ministry of Health, NGO and RACHA staff in preparation of expenditure reports, travel claims, petty cash expenditures and calculates payments due pertaining to maintenance of office bank accounts;
  3. Performs other duties as assigned.

Qualification requirements

 Knowledge and skills:

  • Professional (Medical doctor or senior Midwife, Medical Assistant, Nurse, Community Development Specialist, etc.)
  • Demonstrated ability to operate a computer (word processing and spread sheet)

Experience:

  • Three to Five years professional experience in a health or development field (with experience in MCH) preferred;
  • Three years of managerial experience

Language: Native Khmer speaker and good knowledge of English.
