Background: Reproductive and Child Health Alliance, RACHA with partnering and funding from FHI360, the project including Meeting Targets Maintaining Control (EpiC) and other relevant initiatives, a primary focus global health security will be implementing in three provinces (Kampot, Kampong Thom and Pursat). RACHA is committed to improving maternal, newborn, and child health (MNCH) outcomes by strengthening community and facility-based health services. We work closely with local health systems to promote healthy behaviors and ensure access to high-quality, lifesaving care.
Project Goal: To reduce maternal, newborn, and child mortality by scaling up high-impact interventions, strengthening quality of care in line with national standards, ensuring effective EmONC services, and expanding access to integrated nutrition and essential care for pediatric pneumonia and diarrhea.
Project Objective: Promote the adoption of healthy maternal (l, newborn, and child health (MNCH) behaviors, and practices. Enhance access, availability and quality of lifesaving MNCH services at facility levels. Strengthen health systems – including data management, laboratory systems, and supply chains – that are required for the delivery of high-quality lifesaving MNCH services.

Position Summary
The position will play a key role in delivering quality MNCH services and supporting community engagement initiatives. The position focuses on promoting healthy maternal, newborn, and child health practices while enhancing access, availability, coverage, and quality of essential health services at both community and facility levels.
- Key Responsibilities
- Provide technical support to the project team and coordinate with National/PHD, ODs/ administrative district local authorities, related stakeholders supported by RACHA for improving financial and institutional sustainability, Community Maternal, Newborn, Child Health and Nutrition and other related areas;
- Work closely with National/PHD/OD/MCH core trainers to provide on-the-job training on ANC, Safe Delivery, INC and the use of NASG, MIYCN to Health Center (HC) and RH team;
- Upgrade technical and management skills to RACHA staff, CFs and work with them to organize training to VHSGs, CCWC, CC on maternal newborn and child health, nutrition, mental health messages through mobile kiosk as well as mother class and parenting groups;
- Work with the related team to collect data, analysis and reporting on program indicators, record them in the RCRS and submit the monthly progress report to the Associate Project Director and Supervisor;
- Involve in designing and processing questionnaires and checklists. Tracks assessment results and monitors indicator data. Ensure accuracy and consistency of all entered data and records;
- Provide regular bi-weekly, monthly, quarterly, semi-annual and annual programmatic performance reports on ANC, Safe Delivery, PNC, INC and the use of NASG, MIYCN, Mother/Parenting Class for updating/reporting to supervisor and other related counterparts;
- Maintain a good working relationship and communication with PHD/OD MCH supervisors, Health Center (HC), CC, CCWC, VHSGs, Village Chief, TBAs, if available, and other community volunteers to revitalize/establish the Village Emergency Referral System (VERS) with reliable transport providers and referral facilities for emergency cases;
- Work with the team and related stakeholders to raise awareness on MNCH-N, including the PSEA, via campaigns and mobile kiosks during integration (nutrition mass screening) outreach sessions, using approved IEC materials by the MoH; disseminate key findings of activities, as well as conduct appropriate public service announcements via social media and share real-time updates and train VHSGs and CCWCs on mobile journalism for timely grassroots reporting;
- Coordinate with team and related counterparts at all levels to strengthen MNCH-N services coverage, ANC, Safe Delivery, INC, PNC and nutrition to the targeted groups through increasing awareness of service users;
- Prepare and maintain RACHA’s program records and reports, including: entering data and documents into RCRS (in Khmer and English), translating documents between Khmer and English languages, and operating a RACHA filing system for immediate access to technical, operational and financial records;
- Assist the M&E team to conduct surveys, operational research, program monitoring/evaluation, and train RACHA staff to perform related work on monitoring and evaluation activities;
- Jointly prepare workplan, budget plan, proposals, and monthly activity report and submit to respective supervisor;
- Conduct appropriate public service announcements via social media and share real-time updates and training VHSGs and CCWCs on mobile journalism for timely grassroots reporting;
- Commit to adhere to the zero tolerance for Sexual Exploitation and Abuse (SEA) and thus fully comply with the general terms and conditions and work with the team to raise awareness on this area to communities,
- Apply safety protocols and PSEA policy, conduct regular briefings, and coordinate movements with local authorities in insecure areas;
- Willing to work flexible hours and travel extensively in the field.
- Qualifications and Requirements
- Medical Doctor and/or Senior Midwifery
- Valid license/registration to practice as a midwife
- Minimum 5 years of experience in maternal and newborn health services
- Experience working in community-based health programs is an advantage
- Strong knowledge of MNCH protocols and guidelines
- Required Experience

- Providing antenatal, delivery, and postnatal care
- Promoting adoption of healthy MNCH behaviors and practices at community level
