Reproductive and Child Health Alliance (RACHA) will be expanding its project activities focusing on the implementation the intervention packages in the community level. Job Title                  : Finance Clerk, FC (2 Positions)

Status                     : Service Contract   

Duty Station            : Head Quarter Office, Phnom Penh

Report to                 : Finance Team Leader

 

Job Summary:

FC’s direct supervisor is Financial Team Leader. The FC is engaged to assist the Finance and Operations Unit,and expected to carry out the responsibilities and duties according to the following:

 

Roles and Responsibilities:

Professionals who apply accounting principles and financial practices to a variety of accounting and/or other fiscal and financial functions fill this position. Training in professional accounting or equivalent is required.

Duties:

  • Verifying/reviewing proposal request to insure that all documents are complied with RACHA standard operation procedure;
  • Assist in reviewing and checking accuracy of expenditure costs and documentation of proposal request before submission of reconciliation;
  • Prepare all finance vouchers (cash disbursements, cash receipts and journal entries to ensure that all supporting documents are complete and correct with all necessary signatures and correct budget codes in line with internal policies and procedures, before any payment is made;
  • Assist in reviewing and updating accumulated list of staff’s travel, workshop and training advance;
  • Assist in reviewing and updating provincial activity ledgers of advances and follow up proposal advance request in provincial level;
  • Assist in reviewing workshop and training advance aging for proposal request clearance;
  • Assist in calculate staff allowances, benefit, salary and deduction;
  • Assist in tax of payment to tax department timely if needed;
  • Controlling workshop and training advance aging for proposal request clearance;
  • Assist in reconcile outstanding advance, following up with staff and partner for cash settlement;
  • Assist to organizing and filing all revolving fund and check vouchers, including completion of accounting records with stamp “paid” and corresponding reference control numbering;
  • Maintain and filling system for all financial documents;
  • To collect bank statements and withdraw cash from bank as and when authorized;
  • Willing to go to the provincial site as and when required by the supervisor.

 

Person Specification

  • Knowledge and skills: Bachelor Degree in Accounting. Knowledge of financial and budget allocation is preferred.
  • Good interpersonal skill, hardworking, honesty and strong commitment in working in the field.
  • Experience: At least 2 years of job related professional experience necessary with International Organization and Non-Government Organization.
  • Languages: knowledge of English and Khmer, both written and spoken.

 

Job Title                  : Information Technology Clerk, ITC (1 Position)

Status                     : Service Contract   

Duty Station            : Head Quarter Office, Phnom Penh

Report to                 : IT Team Leader

 

Job Summary:

Under the supervision of IT Team Leader, ITC coordinate the development and maintenance database management information system for RACHA’s program unit and RACHA’s partners and control reliability, performance and security of all LAN/WANs including developing, maintaining supporting and optimizing network infrastructure, server infrastructure design generated map, data backup generate and design maps. I evaluate, procure and manage all hardware and software and provide training technical support to staff and partners for both hardware and software.

 

Roles and Responsibilities:

  • Analyze and design database: Adapt conceptual and logical data models, analyse database relative to other databases, create and refine and distribute conceptual and logical data models, determine target environment and/or platform, identify access and concurrency requirements, identify backup and recovery requirements and create recovery plan, perform research and analyse requirements, validate conceptual and logical data models with clients;
  • Develop and implement: develop and validate database implementation plan, develop back and front-end connectivity, develop physical database characteristics and define user interface, i install and deploy database, produce users and technical documents;
  • Perform Database Administration and Maintenance: administer and enforce standards, analyse monitoring data, audit database systems, create and implement maintenance plan for regular integrity checks, maintain physical organization of database objects, plan and manage physical resource requirements and enhancements;
  • Perform database testing: develop test plan and system, develop test procedures, perform tests, document test results and make recommendations;
  • Provide Data Assurance: design and document security plan, gather and document security requirements, implement and enforce security requirements, maintain and improve security in response to industry developments and user experience, protect corporate data;
  • Provide Database Client and User Services: adapt existing structure to new work environments, provide and support development and production environments;
  • Establish new IT policies, which defined acceptable use of IT assets within the organization; 
  • Administer Exchange MS 365 mail server, file server, print server, domain controller, Internet gateway and FORTIGATE 100D series;
  • Maintain/create user accounts and policy within Active Directory;
  • Carry out full installation of Cisco router and cabling for router, switches, hubs and new workspaces;
  • Install and configure 2016 Servers using RAID 5 arrays and perform data backup;
  • Provide desktop configuration and on phone support of software and hardware problems;
  • Keep Updating definition of anti-virus;

 

Person Specification

  • Bachelor Degree of Computer Science or Information Technology, or other related skills;
  • At least 2 years’ experiences in IT or related field or in E-commerce App/Website field is preferred;
  • Well understanding of building system and user interface for website/e-commerce platform/Mobile App both Android & IOS;
  • Knowledge of Object-Oriented Programming with ASP.Net/PHP Laravel, React JS/Angular JS;
  • Be a fast learner, smart/flexible/creative person & team player;
  • Good communication & negotiation skills & fluent in English;
  • Eager to learn and gain new experiences (curious person with passion);
  • Hard working, patient and be able to work under pressure and complete as deadline;
  • Honestly, Friendly, morality, and high responsible for works.
